Tri-County Community Action Partnership (TCCAP) can help you apply for health insurance, apply for SNAP food assistance, prepare your tax returns, start a business, enroll in a matched savings program, access transportation loans, and provide other emergency financial assistance.

MNsure Navigator

TCCAP’s MNsure Navigator helps individuals and families enroll for health insurance coverage through Minnesota’s MNsure health insurance exchange. TCCAP’s MNsure Navigator will help determine if applicants qualify for Medicaid or MinnesotaCare. The MNsure Navigator will help clients choose and enroll in the right program for them.

Emergency Services Assistance

TCCAP can provide emergency services such as rent or deposit assistance, help to avoid having utilities shut-off, and other one-time emergency needs to low-income individuals and families.

Family Assets for Independence Minnesota (FAIM)

FAIM is a matched savings program for individuals striving to create a savings account for purchasing their first home, starting a business, or pursuing post-secondary education. This program deposits $3 for each $1 the individual deposits into the savings account.

SNAP Outreach

The SNAP Outreach program provides education, referrals, and assistance to clients applying for the Supplemental Nutrition Assistance Program (SNAP). SNAP is the largest American program providing nutrition assistance to qualifying low-income individuals and families.

Small Business Loan Programs

TCCAP offers low-income individuals small business startup or expansion loans up to $25,000. The program also provides child care provider business startup or expansion loans up to $3,000. Repayment terms are reasonable and flexible. Women and minority business owners are encouraged to apply.

Transportation Loans

TCCAP can help low-income individuals who need to purchase ($4,000 maximum) or repair ($1,000 maximum) a vehicle in order to continue going to school, making medical appointments, or getting to work. Repayment terms are flexible. The individual must be employed or have a valid job offer, have a current Minnesota driver’s license, and meet income guidelines.

TCCAP provides free income tax form preparation services to individuals with annual income below $35,000 and families with annual income below $60,000.

Tri-County Community Action Partnership (TCC) is recruiting volunteers to assist with our Volunteer Income Tax Assistance (VITA) sites which provide free tax preparation services for low-to-moderate income taxpayers in our community.

Don’t know that much about taxes? No problem — you’ll get specialized training, or you can choose a volunteer role that doesn’t require tax law certification. The hours are flexible, the training is free, and the time commitment is up to you.
