Tri-County Community Action Partnership (TCCAP) can help income-qualifying applicants weatherize and repair aging homes to lower utility costs, improve livability, and maximize safety for residents.

Weatherization Services

TCCAP’s Weatherization Assistance Program provides repairs specifically designed to improve a home’s energy efficiency, comfort, and safety, while also helping to reduce energy costs. Utilizing the most up to date building science technology, an energy audit is conducted to help target the most important energy efficiency measures. Typical energy efficiency retrofits may be furnace repair or replacement, attic and/or wall insulation, air sealing, and ventilation. Energy repairs and upgrades are then completed as needed without cost to homeowners. Priority is given to the elderly, people with disabilities, and families with young children. We serve Crow Wing, Morrison and Todd Counties for weatherization. Applicants must receive energy assistance.

Home Rehabilitation Loans (MHFA)

This Minnesota Housing and Finance Agency (MHFA) program may pay for roofing, exterior siding, windows, doors, electrical, plumbing rehabilitation, and more for homes of low-income homeowners. Income is based on the household size. We serve Cass, Crow Wing, Morrison, and Todd Counties for MHFA.
